Country: USA

Assume the following 2NT response to an opening bid of one of a suit:
It shows invitational (never game-forcing) values, is usually balanced, but will regularly be used in response to an opening of 1 spade when holding 4441, with the singleton in spades.
Is this response GCC legal?

Yes, that is a natural 2NT response. While it may not be everyone's choice of method that is certainly one way to play it, and legal.
