South opens 1C, which is alerted.

West overcalls 1D.

(now E/W's system is "suction" over a strong 1C opening.
Thus, in this situation, a bid of 1D by LHO over a precision 1C would show either long hearts OR spades and clubs).

West does not inquire about the 1C opening bid.

Before North bids, East has a problem.
If the 1C is precision, the 1D bid is alertable.
If the 1C is a "short club" then the 1D is not alertable.


What is East's position the moment his partner bids the 1D?

If the 1 opening is Precision then 1 is alertable, so East alerts it and assumes it is Suction. He is not allowed to take any notice of whether his partner has asked any questions. Anyway, his partner may know whether it is or not from what the opponents said at the start of the round or from the convention card.

If the 1 opening is not Precision then 1 is not alertable, naturally.

If East does not know what the 1 is then he alerts. If asked he says "If the 1 opening is Precision, then 1 is Suction, showing .... If the 1 opening is just a short club then 1 is natural."

To follow on from this, at what times during the auction period, is a player allowed/not allowed to inspect an opponent's system card?

During the auction a player may inspect his opponent's system card when it is his turn to call.

Also a player may inspect it between boards, and during the play, when it is his turn to paly, unless he is dummy.

Sorry , if I'm getting a little "picky" here but---
Let's assume that West asks and is told the 1C opening is "short"
East is not allowed to "know" this question (and presumably, the answer)
Is East still required to alert the 1D overcall?

Why is he not allowed to know the answer? He has a perfect right to know the opponents' methods.

If it is alertable he alerts it.

In the situation we are now talking about where West asks, and is told by North that the 1C opening is "short", I would suggest that Law 73B1 prohibits East from "knowing" the answer.
Is he now going to be alerting a natural overcall?

Law 73B1 forbids a player for getting information from partner, not from opponents. Players have a perfect right to act on information from their opponnts. While partner has asked the question, true, all that means is the player has no right to make deductions form the question. But the answer is authorised information to him.
